What Is LIHEAP?
LIHEAP stands for the Low Income Home Energy Assistance Program. It’s a federal program designed to help low-income households manage the cost of heating and cooling their homes. While the federal government funds LIHEAP, each state runs its own version of the program, which means benefits and eligibility can vary depending on where you live.
What Does LIHEAP Cover?
LIHEAP focuses primarily on heating and cooling costs — the biggest energy expenses for most households. Depending on your state, benefits may include:
- Help paying heating bills: Gas, oil, propane, or electric heat depending on your home’s setup.
- Help paying cooling bills: Assistance with electricity costs during summer months in warmer states.
- Crisis assistance: If your utilities are about to be shut off, emergency LIHEAP funds may be available to prevent that from happening.
- Weatherization improvements: Some states use LIHEAP funding to make energy-saving repairs to your home, such as sealing windows and doors, adding insulation, or replacing an aging furnace or air conditioner — reducing your bills for years to come.
Note: LIHEAP generally does not cover water or sewer bills, and it’s designed to supplement your energy costs rather than cover them entirely.
Who Qualifies?

The general income guideline is at or below 150% of the federal poverty level, though this can vary by state.

- Find your state’s program: Visit the LIHEAP website at acf.hhs.gov or call 211 to be connected to your local office.
- Contact your local office directly: They can tell you when applications open, what documents you’ll need, and whether any emergency funds are available.
- Apply as early as possible: Funds are distributed on a first-come, first-served basis in most states.
Helpful tip: Even if you’ve been denied before, reapply each year. Your income, household size, and the program’s funding levels can all change, and you may qualify now even if you didn’t in the past.
