Apply Right Away — Don’t Wait

The single most important thing you can do is apply now. The waiting list clock doesn’t start until you’re on it. If you’ve been wondering whether to apply, stop wondering and start the process today. Contact your local Public Housing Agency (PHA) at hud.gov to find out if the waiting list is open.

Understand Waiting List Preferences

Many PHAs give priority to applicants who meet certain circumstances — these are called waiting list preferences. If any of the following apply to you, make sure to clearly document and report them on your application:

  • Housing burden: Paying more than 30–50% of your income toward rent often qualifies as rent-burdened, which many PHAs prioritize.
  • Substandard housing: If your current home lacks adequate heat, plumbing, or poses safety risks, you may qualify for priority placement.
  • Disability: Receiving disability benefits or having a condition that could be helped by more suitable housing may qualify.
